- Is planned very carefully
- There's enough time to prepare everything before implementing it
- There's enough resources to conduct it
Impelling such an innovation before fulfilling the above requirements will result an unexpected result. It could be positive, but could be negative (but based on experience, the negative impact is the most common result). Not to mention, if there are lots of innovations at the same time.
